Description
Berryman shows Wilson as a young boy with a baseball bat, chasing a cat with a Free Canal Toll Repeal sign on its tail. The cat has upset Miss Democracy's basket of yarn with which she is knitting a scarf called Legislative Harmony. The yarn is in a tangle on the floor, wrapped around the cat, and the baseball bat. The Legislative Harmony scarf is unraveling. Miss Democracy is getting up from her rocker exclaiming, "Dear, dear: Now everything's upset!" Berryman is portraying the unraveling of the legislative accord in the Congress. Apparently, Wilson's attempt to get the toll exemption repealed was not viewed very favorably as it is creating a complicated tangle.
